Blair Copeland is Vice President of Shelter Programs at PathForward, a role she stepped into in January 2026. Originally from New York and with time spent in North Carolina, Blair brings more than 12 years of experience in shelter operations and housing-focused services, with deep expertise in program oversight, staff leadership, and partnership with local jurisdictions and funders. At PathForward, she oversees shelter operations, supports frontline teams, and helps strengthen systems that promote stability and successful transitions out of homelessness.
Prior to joining PathForward, Blair served as Director of Women and Family Shelter at Catholic Charities of the Archdiocese of Washington, where she oversaw multiple shelter and housing programs, seasonal emergency response sites, and multidisciplinary teams. Earlier in her career, she held senior leadership roles at Carpenter’s Shelter in Alexandria, directing city-funded programs and supporting emergency response efforts during the COVID-19 pandemic.
